If you're an owner of modern hardware, then Fallout 4 is avaliable to you. Not only is it better than Fallout 3, but it has everything that Fallout 3 had, and with improved features and mechanics.
Honestly you would be a fool not to get Fallout 4 right now with the deal that they're giving you, probably the best game in the past 10 years.
