It's not that, they simply didn't get enough time to finish it. One of the lead devs talked about how if he got a second chance or had more time, the thing he would like to fix most of all would be fleshing out the Legion more. There was a lot more planned but had to be cut.

The biggest problem with the Legion is that you can't see what life under their rule is like. This is important because the Legion isn't a society or a government like NCR, it's an army led by a dictator. The people under the Legion's rule are not part of the Legion itself and their living conditions are different to the slaves in their camps.
Caesar's reasoning is basically that by conquering NCR, he can enforce his brand of morality and civic duty on the population using the Legion as his enforcers.
