What level should I start the DLC at? I platinumed the game a while back but I will probably start over, should I just wait until endgame?
70-80 on NG. NG+ you should be about 130.
Level shouldn't matter as much as having at least 30-35 VIT, or you won't survive anything. I usually wait until 75 or so.
DLC is 60-80. Weapons should be be +8 or better. Chalice gems invalidate it unless it's NG+. 30+ vit is basically a necessity.

You can find the following weapons just by running around the first area of the DLC

Whenever you get a +9 or +10 weapon. That's when I usually start.

A lot of people go to 98, I've seen as high as 120, though. 98 is more than enough for a specialized build and a lot of vitality.
