A charge is stored when holding down or back and kind of exists in a "limbo" once you let go to hit up or forward. You can actually let go of your stick/d-pad, stand up, hit a button (only some moves will chain into specials), then hit up and a button again to throw out a normal and then execute a charge.

There are some exceptions, but that's the current gaming industry pretty much summed up.
