the issue with taric's stun is not necessarily the duration but the travel time. its not an instantaneous stun and theres a good amount of time for the enemy to dash or whatever as they see the projectile come out. annie's q also has this problem but she can use tibbers or W for an instant stun.
TF also has a point and click projectile stun if we are talking about champs in general and not supports. His also has travel time but that flaw is mitigated by the longer duration and drastically lower cool down

Nearly the ONLY top chances on that last to have an above 50% win rate are tanks.

Even then, the ult doesn't last THAT long, and the teamfight can shift away from you while you're casting, making it have less value. Good luck making use out of it while the enemy assassin destroys your adc in a split second.

You can be the "Ye ol' average gold retard" and just spin two axes and manage that in teamfights.

See, here's the thing, everything you just described works here cause Taric's now actually versatile.

I love Shaco and I really hope that the rework will fix the problem he has. I mean, his kit is fun and all but let us face it, his kit is outdated due to powercreep and there's way too high risk for the reward you get.
I love high risk, high reward champs but the problem is that there's so many other junglers that has a strong early game that are much safer picks. Shaco on the otherhand is very hard to come back with once he falls behind.
I still don't understand why they never buffed the durability of Shaco's boxes, you can literally oneshot them with an autoattack by the time midgame arrives, making them completely useless offensively for the most part. Well Yas can easily beat Nasus since he can make Nasus's E useless since he can just dash to minions essentially negating the slow. Plus Yas can easily shred tanks do to his ult.
