Goenitz literally gave Rugal his power, power level wise Rugal is possibly the weakest boss in the entire KoF series.
Goenitz is the mastermind behind basically everything that happens up to KoF97. He beat Kyo's ass so hard he had to learn a new style. He turned Vice and Mature from innocent girls into laughing whores. He shitslapped Leona's dad.
He's popular enough to have been in crossovers and get included in 02UM. The (non-canon) GBA games entirely revolved around his resurrection.
Rugal is best KOF.

All Goenitz did was give him his omega rugal form. The backstory says Rugal was an absolute monster of a fighter even prior to that. The reason Goenitz gave him some of orochi's power was because when he attempted to kill rugal with an attack, and Rugal was fine minus is right eye. He was so impressed that he gave him some power to see what he could do with it.
Hell in the shooter universe where KOF Skystage takes place, he's the ultimate endboss after absorbing all of orochi's power behind the scenes.
In the VS universe he's on par with Akuma.

Sure he was strong to survive, but it was more his endurance he was impressed with, not his fighting ability.
Also his body couldn't handle the Orochi power since he's not of the bloodline, if he actually absorbed more of it he'd be killed by it.
It's not that I don't like the guy, he's just relatively weak by KoF lore standards but somehow everyone assumes he's the strongest.

The lore says he tossed around Kyo and pals all 3 on 1 though in 94 and 95, and the only reason he lost control of the orochi power was because of Kyo, that guy who litterally punched out a god, managed to finally take him down and essentially caused his power to be unstable because of the stress from the defeat. He tried to fight more but it was too much for him at that point and then he was consumed.
It's also worth noting he's the company's favorite boss, so they constantly say he's the best.
At the time of KOF 94 and 95 he was litterally the strongest there was, as that's what SNK said about him. His fighting ability is canonically a perfect version of everyone elses martial arts, but they couldn't represent that in game because of limitations, so they just gave him geese and krauser's moves and it stuck as his in-game fighting style.

He was strong sure, but he was basically a walking experiment to see if Goenitz could use normal humans to gain energy for the resurrection of Orochi. If he was determined at any point to be a threat, Mature or Vice would have put him down instantly.

I think they're past that now, there's clearly a lot of love for the character and I'd love to see a future KoF where Adelheid and Rock are on the same team fighting Geese and Rugal, but compared to the likes of Orochi, Igniz and Saiki, he wouldn't stand a chance.

That's just speculation about Mature and Vice. I sincerely doubt they could've done shit to Rugal. They were just there to keep tabs on him. Mature also apparently had a thing for Rugal.

Rugal is high level martial artist and has basically nothing that would help him against timestops nor can he use hamon (although, with training he probably could learn it).

The feed is normally showing flight data but it occasionally goes to static then Rugal sitting in a dark room looking at the screen, static, then back to the flight data. I don't think it's a recording.
Also all the strikers for characters that are dead fade away accept his who runs away when he's done like the rest of the living strikers.
