I find the Persona series to have pretty stellar soundtracks. Not the best, but still pretty excellent. Bloodborne too, I think, more so than the rest of the Souls series, but that's purely subjective.

Not even TWEWY? Granted, its a completely different style of music but TWEWY was such a well designed game and the music fit with its modern Tokyo setting and even themes perfectly.

I think it's important to get this out of the way.
A good OST is not necessarily good music on it's own, a really good OST will work with the game's content. Often this means out of the context of a game it won't sound all that great, but when combined with visuals and sound and context, it can be transformed into something much much more. That is the mark of a truly good OST, not just how it sounds listening to it on youtube.

There's a bit of merit to what you state, but I prefer soundtracks that, while having good synergy with the rest of the game presentation, are able to stand on their own apart from the actual game itself.
That said, I'm not sure if I would enjoy as deeply or feel the same impact these soundtracks have if I were not to play the games that they came from. I'm glad that there are threads like these that pop up on occasions, though, since it exposes me to soundtracks that I may not have had the pleasure of experiencing.
