I really don't. I know virtually nothing about the genre and i'm not a competitive person, but I'm interested in some of the backstories and lore behind some of the games like Street fighter, Blazblue, and Tekken. But I suck at all three.

Start with Street Fighter. It will teach you the basics, not overwhelm you with a tag system either.
You can play shoto characters (ryu ken, shoots fireballs) to start out of you truly must have the most basic simple experience to begin with - otherwise just avoid charge characters in general (charge characters are characters whose movesets require 'charging' [holding a direction before executing]).
Start with that and get half decent before moving on to crazy tech fighters like guilty gear or whatever.

SF's fundamentals and ideas carry over pretty easily into other fightans. Also, since SFV is a new fightan, you are likely to fight people who are new to fightan so you can actually have an "even" fight and not get steamrolled every match by someone who has played the same game every day for the past decade.

Depends if you wanna play a fundamental based fighting game like street fighter or an anime fighter. Anime fighters have fundamentals too but not as much and are usually faster paced.

Skullgirls is a fighting game with a team system. Going online in SG will get you assblasted though, but it sounds like that's not your thing and Skullgirls has a pretty okay story mode. Bonus for fully voiced if you're on PS4 and maybe vita I don't remember.

It's for SFV, but a lot of the info is pertinent to other fighters.
If you want to play fightan for STORY, I suggest you go and emulate the soul calibur games. Maybe get IV and V if you like 1-3

SCIV's singleplayer content is awful, and while SCV plays great it's a bit lacking in things to do. I'd recommend V if he ever wants to actually play other people though.
