Video game characters used to be colorful, charismatic, and well designed because they had to look good on systems with constrained pallets, and limited graphics.

anime isn't an art style
It's called phenotype. Men in general tend to look the same, just like women. We all share the same characteristics: nose, two eyes, two ears, mouth etc. so when superficially judged; people look all the same.
Take a closer look at those characters and you'll see that they're all very different in the details. When something is different from the majority it becomes easier to recognize them ie. bald, different hair color, some deformation of facial features, skin color etc.
Look at this picture of Arnold Schwarzenegger. You know what he looks like, but imagine his face among those others, I bet you wouldn't recognize him immediately.

I can't find it, but there's an interview with a developer from Obsidian I think, and he basically said that most video game characters are white because they offend the least amount of people. If you have any other race of character then they're judged completely differently and people find ways to criticize you for anything. With a white character you can pretty much do whatever you want.
