The Ryuokos and FF characters sometimes are "gag" or semi "joke" characters or endings.
This doesn't always make sense with the story arc.

Orochi Iori was supposed to be the final boss and die in 97, but the devs chickened out because the character was too popular.
That would have been cool, at least the character would have died with dignity and go out with a bang. Now he's basically Shadow the Hedgehog, in more ways than one.
He won't die of age in the games since nobody ages anymore anyway.

They haven't changed it because it doesn't need to be changed. Pretzel inputs haven't been hard to do since Fatal Fury. KoF made the input super lenient and it's easy as he'll to do, the only people who complain about it are scrubs who don't practice.

If I remember correctly, it was meant for him, Kyo and Chizuru to die at the end of 97 since Iori was holding Orochi so Kyo could land the final blow and Kyo and Chizuru would have died from exhausting all their strength.
But since they are too popular with the fans and the SNK staffand Iori is one of my mains, I'm glad they changed their minds and have kept them alive.

XIII Robert is my favorite, pretty typical shoto moveset with some tricks thrown in here and there, only problem is that he's low tier in XIII. Charge Robert is also pretty neat, and he's strong as fuck in 02UM.
He looks like he's mostly based on his 98 self this time around, which I'm pretty fine with. I'm more of a Robert guy than Ryo anyway, so I've always liked how flexible his moveset is throughout the series

At least King and Yuri got to have more expanded lives in the KoF setting:
King gets to run her own business and a couple of twin employees (Sally and Elizabeth) working for her that didn't even exist in AoF and on at least one occasion got to be team leader, getting to pull rank over character from the more popular FF series.
As for Yuri, in many of the team backstories she tends to outsmart the men in her family to form teams of her own behind their backs even when they don't want her to join, developed a running joke of picking up SF moves instead of her family's more traditional Kyokugenryuu arsenal, and then abandoning those moves within a couple of games. XIII's backstory also goes a bit into the distance she had from her father for a while with the whole braid thing, not to mention her playing matchmaker for Ryo and King. Also, in at least one dialog she has with Kyo in XIII they establish that like in AoF she learned enough Kyokugenryuu within a year to be competent enough to use it in tournaments.
Sure, it's not a lot, but it still enables some nice character moments, even if they're not the focus of the games.
Now if only Ryo got some landmark events to help push him toward his Wild ambition self, like a decisive victory over someone like Eiji or Geese, and/or finally getting it on with King...

He doesn't have to be stronger, he just has to be able to anticipate him well, that's the basis of Geese's ability - an ideal Geese player would read an opponent about as well as the CPU would read buttons, or Geese himself would read intentions.
Also, Rugal may have been able to copy the Reppuken and other moves, but not the Double Reppuken, so his ability's bound to have limits.
One is very good at knowing what his opponent is going to do, the other is very good at figuring out what the other guy did, assuming he survived the experience.

They're both heirs of ancient clans, Kusanagi and Yasakani, with fire-wielding abilities whose ancestors, along with a 3rd clan (Yata), defeated and contained a threat known as Orochi 1800 years ago.
However, the clans had a bit of a rivalry, mostly the Yasakanis toward the Kusanagis, so the heirs to Orochi used that 660 years ago by killing someone from the Yasakani clan and blaming the Kusanagis, and approached the Yasakani with an offer of an alliance between them, which gave the Yasakanis stronger purple flames and had them change their clan name to Yagami. The tainted bloodline spawned from the alliance appanrently also meant the Yagamis died younger and their others often died in childbirth, which together with the fact that the family was pretty healthy meant a long lineage of young assholes without a reliable parental presence to put things into perspective and knock some sense into them once in a while.
In the modern day that sort of thing was nearly forgotten although the flame abilities remained.
Kyo is a talented martial artist who not only managed to beat his old man (who later left to train on his own perhaps to make up for that) at a young age, but also won an all-japan martial arts competition - Benimaru and Daimon made 2nd and 3rd place respectively, so that's how they formed their classic KoF team.
At the end of the 1st Kof tournament he found Rugal had captured and beat his father Saishyu, and beat Rugal in his own turf for it.
Since Kyo won that tournament, that got Iori's attention, to proceded to join the following tournament because he has some irrational hateboner for Kyo (he claims not to care about the old clan feud, but who knows what kind of stories spread in his family and how they affect their young...).

Here is the best summary for the NESTS Saga (KoF 99'-2002) and why Kyo have an army of clones

When Kyo met Rugal in 95 he found 2 things: Rugal had brainwashed his dad, so he had to fight him; and Rugal had installed cyborg bits was was using some new power he hadn't used last time. Ultimately kyo won again, but that new power appeared to have consumed Rugal along the way. apparently Iori was close enough at the time to mentioned something about those not of the bloodline not being able to handle that.
After that tournament, some guy kciked Kyo's ass, which got him to revise the way he fought, so bye bye projectiles, hello flaming punches that stop other attacks along the way.
The new KoF after that wasn't organized by Rugal, but by someone called Chizuru Kagura. She's a descendant of that 3rd clan, Yata, that helped to beat Orochi hundreds of years ago. Her hope was to find the Kusanagi and Yagami descendants since apparently the rochi clan was manifesting again, and apparently the guy that beat Kyo, Goenitz was one of them. He drops by, so Kyo, Iori and Chizuru take him down together. along the way Iori manages to use red flames for a brief moment, but after Goentiz is taken down he doesn't care anymore.
Which doesn't mean goenitz isn't done with him, since he manages to induce a berserk state in Iori before dying, making use of the Orochi side of Iori's lineage, and that causes him to kill his teammates for that year, vice and Mature, also Orochi descendants.
The following tournament more Orochi people appear, induce a berzerk state on Iori and Leona (whose biological father was also of Orochi descent), and Kyo, Iori and chizuru have to deal with that and them, and then with the reborn Orochi himself.
Orochi tries to use iori's berzerk factor against the others, but Iori turns on him instead, which allows Kyo and Chizuru to seal it.
In the aftermath, a group known as the NESTS castel kidnaps a weakened Kyo and has him cloned, and take DNA samples to infuse in captured subjects.
99 to 2001: clones, robots, genetic experiments.

2003: Rugal's kids shows up, the son with the fighting talent, the daughter with the temper; Chizuru creates mystic clones of Kyo and of her dead twin sister Maki, but it turns out she was manipulated by a new group who's trying to unseal Orochi. Once the emmissary of that group is dealt with, Ash drops by and steals Chizuru's powers. Turns out the guy promoted as the new protagonist is an ass in a completely different way than Iori's.
XI: there's in-fighting among the new antagonist group, one of Ash's teammates leaves him for a woman called Elisabeth that used to know Ash and mentions the two of themused to have a common mission he appears to have abandoned, so she's out to stop him; also, time seems to be even more out of whack than usual as characters from Buriki One and Kizuna Encounter show up.
After the events from the previous tournament Kyo and Iori join the tournament in the same team, but at the end of the tournament Iori goes berzerk, but Ash still manages to steal his flames. Rugal's daughter gets possessed like Chizuru was in the previous tournament.
XIII: Iori has no flames and he's pissed, Elisabeth's team cnosists of the guys that used to be in Ash's team and she's out to stop him, as is Kyo since clearly Ash is after him next.
Ash in the meantime appears to be working with the antagonist group from the past couple of tournaments, but also providing info to those investigating them, mostly through Rugal's son, who plays along because his possessed sister is oddly focused on organizing the current tournament, which even involved building a stadium for the occasion.
Turns out the stadium has a device under it gathering energy from the fights above that's being channeled into an orb sealing Orochi to awaken it, which the antagonists are actually using to power a portal to travel back in time and establish domain over human history.
When it seems like the portal's ready, Ash steals some of the battery orbs and attacks the antagonist boss.

Didn't a console version of KoF99 have a bunch of special strikers which were all about as tanned as K' is? IIRC one of them was even Daimon, which made the tan thing more noticeable. Might be a NESTS clone thing, since Kyo-1, and Kyo-2 in 99, and Kusanagi in 2002 all have a similar tan.

Ash appears to use the same kind of trick on antagonist boss Saiki that he used on Iori and Chizuru, but kind of different, since he assimilates enough of Saiki's essence to fully incapacitate the guy's body, but on the other hand that's enough essence for Saiki to possess his, so Elisabeth has to kick Saiki's ass by doing that to Ash's body.
Eventaully Ash gets enough of a grip on himself to resist Saiki, andrafuses to cross the time portal, meaning that Saiki, who is his ancestor, never gets to reach the past again and become his ancestor, meaning Ash cancels his own existence.
This in turn means history plays out as if there were never an Ash: Chizuru and Iori get their powers back, for example, and nobody remembers Ash. yet the bond Ash and Elisabeth used to have is so strong she finds herself unconsolable after winning that tournament, yet not understanding why...
