That game is literally the best adaptation of the series. The storymode is really fun and presents the story in a way more spectacular fashion than the anime ever could, while trimming out all the filler bullshit from the series.
The whole story went to complete shit after the Pain arc though so I can't vouch for the other games

my question is why do they make video games from animes/manga that aren't even close to finishing? More importantly how do they end the game when they get past the point the manga/anime is at?

Played the first two games, the gameplay is shit and the story is the same fucking thing as the anime but without the filler. Naruto Broken Bond was the only decent Naruto game.
As for "good plot" I wouldn't necessarily say it was "good" but Mortal Kombat: Armageddon was surprisingly decent. Pretty meaty story mode. Also liked Soul Calibur 3.
MK9 and MKX do pretty well. I hate history in fighting games but i had fun with Mortal Kombat.

Its your average shonen garbage in terms of plot, but there's still a lot about Naruto I like, setting and style for example.
To me this is part of the "story" aspect of the game, you're not going to get a good plot out of a fighting game anyways so this is as close as you can get.

I was watching some DOA5 cutscenes. I liked it. All dem plot twists near the end.

Kof '97 if you play with the three sacred treasures team. Long story short, Kyo, Chizuru and Iori are the descendents of families in charge of keeping the embodiment of Gaia (Orochi) sealed. In the tournament, the new faces team are the last 3 heads of the snake (Orochi), and they're in charge of gathering power to resurrect their god. In the end, the new faces team sacrifice themselves and Orochi appears and Kyo, Chizuru and Iori combine their strength and seal him again.
