Adult timeline. The cycle is broken (according to Hyrule Historia) when Link leaves Ganondorf and the Master Sword sealed at the bottom of the oceans. Phantom Hourglass and Spirit Tracks had no mention of either of them nor the Triforce and the bad guys were completely unrelated. Sure, they could always just find a way to make the Master Sword come unstuck and for Ganondorf to be unsealed, but so far it's stuck.

Ganon got out of his last seal to even show up in Wind Waker to begin with. And that timeline shows that Ganon can just choose to reincarnate or rely on completely unmentioned and unseen forces to resurrect him should he die.

It's a different situation. At the end of OOT (adult timeline side) Ganondorf is sealed in the Sacred Realm with the Triforce of Power still in his possession, thus eventually regaining the strenght to break out. In TP, he loses the Triforce of Power and ultimately dies, but his spirit is free to reincarnate (in FSA) like Link and Zelda. In WW, he not only loses the Triforce (so the sword to the head actually kills him), but his spirit is also sealed by the Master Sword (thus unable to reincarnate), which can theorethically only be removed by a Link. As i said, they could always find a way to bring him back in the adult timeline if they really wanted, but so far it's by far the most final of his deaths.

But you realize that's asinine? Ganon is a wizard king, and has returned from banishments and seals and deaths repeatedly. Nothing really suggests Ganon's soul gets sealed in Wind Waker except the argument by omission.
Even if that was the case: none of that matters because Wind Waker's plot in the first place explains the seal will eventually fail because the Master Sword loses its power over time. And no one built an entire magical temple around it to work in tandem this time.

Ganondorf and Daphne were both a couple of old fucks willing to destroy absolutely everything in order to prevent one another from ruling hyrule: The King and his people's racist fucking gods flooded and completely wiped out their entire nation under millions of gallons of water to prevent Ganon from taking over their kingdom.
Ganondorf is more of the same shit, but in a petty and nostalgic fashion: He's too far gone to appreciate the unique opportunity present to him and simply wants more, land and old hyrule for some misplaced fucking vendetta when he could be ruling the great sea uncontested.
