That only applies on the macro level. There is no accountability on the macro level in the sense that every person is shaped by the initial conditions they were born into, by the random input they were subjected to which shaped their initial choices, which shaped every choice since. However individuals still make those choices and so on the micro level it makes sense to hold them accountable to those choices for game theory reasons. e.g. If someone harms society and you want to minimize the amount of people who harm society in that fashion then it makes perfect sense to punish them to minimize the amount of people who act like they do. Thus for all practical purposes free will and agency ought to be treated as if they are real.
