Why not make a default rotation with popular stock and custom maps and then only when moderators are on go for crazy maps that require low gravity. From the stats at this point in time...
-People on /v/ would like a tf2 server
-Standard gravity blew low gravity out of the water
-People show a bit more interest in Stock maps than custom one (though I personally like adding in custom maps to change up the same maps over and over)
-People like crits more than cutting it out at this moment.
-Instarespawning (still too early to guess) seems like an unfavorable choice. I should elaborate just in case. I would cut the spawn time from the average 15-20 second down to 3-5 second if instarespawning is wanted.

I have some custom maps and wouldn't mind adding popular requests. Though some maps that I wish to put on it take a long time to download off the server. So to combat this I have created a dropbox for current custom maps on the server.
