In the case of overwatch with a super smart giant ape scientist, time rewinding man-made machines, and fantasy sci-fi elements like that, it's barely a stretch to say they can program robots to having feelings and sentience.

So I wanted to start off by saying, I think the development team has done a pretty great job with the cast of female hero's in Overwatch. They are diverse, interesting, and compelling. From Mei to Zarya to Widowmaker the female cast reflects a large spectrum of personalities and player fantasies.
With that being said, lets talk about Tracer. From a marketing standpoint, she's the star of the show. She's a great hero. When we look at the way she's portrayed in promotional media, lore, and art in game we know a few things about her..
She's Fast.
She's Silly.
She's Kind.
She's a good Friend.
Her body seems to be comprised of about 95% spunk.
Almost all of her art reflects this. She's got cool skins:

She's got amazing victory animations
All of this art reinforces the great character you've built around tracer.
Then out of seemingly no where we have this pose
WHAT? What about this pose has anything to do with the character you're building in tracer? It's not fun, its not silly, it has nothing to do with being a fast elite killer. It just reduces tracer to another bland female sex symbol.
We aren't looking at a widowmaker pose here, this isn't a character who is in part defined by flaunting her sexuality. This pose says to the player base, oh we've got all these cool diverse characters, but at any moment we are willing to reduce them to sex symbols to help boost our investment game.
Getting art into a triple A game isn't a small task, it has to go through an implementer, a team lead, an art director, and a creative director. This is a team effort. And I believe the team is responsible for upholding the great example overwatch can set to the rest of the industry for creating strong female characters.
I have a young daughter that everyday when I wake up wants to watch the recall trailer again. She knows who tracer is, and as she grows up, she can grow up alongside these characters.

Basically when the Omni's (the robots that have their own full on AI) first became sentient, a good chunk of them did the whole "Fuck you mankind" thing and began smashing shit. The UN stepped in and teamed up with America's "Classified" Super Soldier Program and took the best Augmented Soldiers from the US (and eventually other Nations as the Crisis got worse) to form a new Anti-Omnic task force called Overwatch.
Overwatch ended up being incredibly successful in stopping the Crisis, and suddenly everyone involved in were modern day Superheroes and Celebrities. Kids began buying Reindhart Action Figures faster then anyone could make them.
Two of it's Original Members and one time close friends Morrison and Reyes, eventually began fighting each other after Morrison was promoted to Strike Commander of Overwatch for his efforts in stopping the Crisis(even though Reyes was always his Superior back in the US Army). This caused a massive internal power struggle within Overwatch, which would of eventually left Overwatch permanently shut down by the UN. But before that could happen, Overwatch HQ blew the fuck up, "killing" Morrison and Reyes (in case you don't know, those are Soldier 76 and Reaper respectively).
These shorts are about 20 years since that day, and thanks to Widowmakers Assassination, another Omni-Crisis threat is about to happen, so 76 and Winston are trying to get Overwatch back together. Reaper and Widowmaker (along with Im guessing Junkrat and Roadhog) are now part of another organization called Talon, who seem to want to make sure another full-on Omni-Crisis happens again.

Its actually quite interesting. The 'robots' have some kind of special material that doesn't play ball with regular physics. Its kind of like the metatron element from ZOE or etc.
