Depends on the game and if it is single or multiplayer.
I am personally OK with 30 FPS as long as it is a solid 30 and does not have frequent and wild frame drops in most action/adventure games. However, if it is a FPS or RTS game or a game that requires exact input (like fighting games), then 60 FPS needs to be the norm.
Multiplayer should be 60 or above.
I primarily play PC games because of how bad console games have been about stable frame rates and lower visual quality in a lot of open world games. However, I can go back to a 30 FPS game if I need to as long as it isn't 15-20 FPS on average (which is why FFXV has me worried).
