3ds emulators are kinda shit currently and the only other way to capture 3ds footage is via a capture card that will put you back a couple hundred dollars generally. Then again you can go the getto way and use a camera to record footage.

It's literally just sending/receiving crap from the 3DS to display someone on the PC.
I doubt it actually takes any toll on the system, rather the processing of data occurs on the PC. Like how most streaming occurs.

I hope it works on o3ds, but Im being realistic, check how a similar plugin for the PSP worked, on demanding games it just skip a ton of frames or games lag because:
1- You can't sent raw data, wifi bandwidth is too low
2- If you compress the video to send it, you're using cpu cycles for it
