The world of Shadow of Mordor, scratch the lore raping ranger, scratch the elf shit.
You build and customize your own orc, skill trees and talents. Strong build with sword and axe, or ranged with bow and throwing spears, or stealthy with daggers,poison,traps.
You start out in a warband, overthrowing your chief and rising up in the ranks. You fight/murder/execute your rivals from other chieftans to upstarts in your own warband. You start a rebellion against sauron because you're a strong independent orc who dont need no sorcerer.
The game ends with a one on one with sauron, and he wrecks your shit.
except when you beat the game on its impossible difficulty and you get a cutscene of your scarred up brutally angry orc leading his host out of mordor.

A game avoiding the issue with LOTR setting game plots:

I played a Warband mod and it's pretty much the best LOTR game i've played. So a polished, professionally made Warband / Action Strategy style game where you play a commander in the battle for middle earth.

In most games, plot-relevant NPCs are invincible. Personally I would just avoid the main plot. Shadows of Mordor had the right idea, have the story take place between the Hobbit and LotR, when Gondor is being invaded and monsters are crawling out of every hole between Angmar and Umbar. There's plenty of room for individual plotlines there which don't have to effect the overall war situation.
Alternatively, use Tolkien's incomplete idea for an LotR sequel. It's not like everything bad disappeared when Sauron died.

I think the idea is that everything's corruptible by the ring. The Eagles belong to manwe who is a valar, susceptible to the rings corruption, so the Eagles should be too, plus the nazgul would attack them
