It really depends on when "back then" was, about a decade ago? Sure. 2 decades ago? Hell no.

You can make a full game entirely without coding these days and engines are becoming idiotproof.

15 years ago the standard AAA budget was around $10-$20 million before advertising. That's accounting for inflation.

Today your standard AAA budget is at least $30 million before advertising.

Depends on what sort of game you're talking about. Typical Indie game? Probably easier. AAA game? The amount of effort required to create one of those would be impossible for one human to do in a single lifetime.
