She is the sorceress antagonist of final fantasy 8 that wanted to save the world. Here you see her in her when she's still young and is about to receive the prophecy that starts the final fantasy 8 story arc.

Please only try to disprove my claim if you actually played final fantasy 8. As this is pretty logical if you actually played through it.

They are no where near announcing it but FFXV is the final Final Fantasy.
