The deciding factor in if it reaches the 10 million units sold goal will be the marketing and reviews - normies will usually buy any sufficiently shilled AAA, openworld ARPG normally, but given the stigma against XV's boyband leads and the XIII trilogy it'll need to put in extra effort.
If it can do that and get the sort of person who buys five games a year at most interested like VII did, then it'll reach that goal. But its a big if.

They seem to be channeling the same hype they first tried with the FF VII Compilation, which did okay, and then with "Fabula Nova Crystallis", which the FF Versys XIII was meant to be a part of, but that failed hard.
With the units they'll sell in Japan alone, and an eventual PC release in the west, they might actually sell 10 million copies. Not in the first year though, in the long run. I think 7 million in the first year would already be phenomenal.
My bet is they have at least two sequels reusing assets planned like they did with FF XIII. One game won't get them their money back on the development hell and marketing. Three will.
As someone who was never caught up in the whole initial hype so many years ago, not much about this game gets me excited. Looks alright but not exactly special in any capacity and FF stories have been shit for quite a while
