Crackdown I didn't like, but a lot of others did.

If you can get your hands on it, The Warriors (XBox/PS2) was really good but doesn't really fit "GTA clone" even if it has very similar vibes (due to also being made by Rockstar)

Saints Row 2 was amazing, but has soured over the years.
GTA 5 actually instantly dated every other open world tps, all previous games feel so cheap now.
