I have a laptop from 2009 I use as a desktop. IntelHD 4650 graphics. Fully turn based strategies, even newer ones, are generally fine. A lot of the GoG catalog is great, though I can't run modded Gothic II for some reason sadly. Isometric RPGs (even most newer ones, though Shadowrun HongKong won't run on high settings), Spiderweb games as mentioned, the Jedi Knight series, KODP, Terraria, Titan Quest, Serious Sam, and Black Mesa runs quite well.
Even the absolute low end PCs can run Seventh Sense.
