True, but there was an interview quite a while ago where Hashino stated the reason the game is set in Tokyo is that they want the story to play out in the world we know. It was kind of unclear on whether it's actually set in the real world, or they're just taking real world Tokyo to the persona universe. The fact shadows work differently again is also kind of weird.

P4 was the right amount, 4 guys and 4 girls. They were kinda tropey but made for a good cast, considering they were high schoolers. P3 was all over the place and felt like there was so many fuckers to recruit. hopefully its not like that again

I would imagine that he's referring to the Tokyo of the Persona verse, but there's more of a focus on 'real' characters and problems and such.
I just don't think it'll be that much of a radical departure.
As for the demons, they were probably just sick of not having HD demons, and making just HD demons instead of HD demons AND shadows would be more of a pain.
But from a story point, it'll be interesting to see how they explain it, yeah.

Even if they were weak, they still did a good job and making you feel like all you had was each other in a small hick town for a year. A lot of people in 3 felt replacable and like they were just dealing with each other rather than being friends. Which is fine to, but p4 handled your squad in a fun and comfy way instead of being all business
