I never played a Grand Strategy game before but I hear a lot of good things about Paradox and I generally like strategy games. Should I throw caution to the wind and pre-order? Is Paradox reliable with initial release or are they the type to drop a buggy mess and path it later?

Although this a new ip so it might be different, plus it's £20 on places like cdkeys so I just preordered

They used to do that, but unlike a certain developer from the UK that makes similar games, they got their shit together and their games are playable upon release. In fact there are several games that they were going to release that had to get canceled because they turned out to be shit.
