theres nothing wrong with RNG unless it throws a load of maximums or minimums at once, then it breaks the system.

basically your implimentation of RNG sucks.
I even made a character class out of this knowledge that has such epic evade the chance to hit is 0.00something%, and can only be hit if the RNG bugs out as described.
