Sony's only exclusives are Japanese. Japanese tie logic to framerate.
Bloodborne will run at 30FPS stable AT BEST. 60FPS Bloodborne will never happen, unless someone hacks the game apart and arbitrarily gives it 60FPS support.

DaS3, yeah. Bloodborne is unlikely to support 60FPS since it was only made for the PS4 in the first place, unless Sony pays FROM a hefty amount to fix it.
Higher resolution is easier to market than higher framerate, anyway. You can hack ANY game to support higher resolution, but you can't hack as many games to support higher framerate.
