In Fates there is a very large number of people who either start as healers or have staves in their second-tier classes. But in that case it is super easy to level them by stalling out the mission so I'm not sure which game >>332692596 is talking about

In most games second-tier isn't supposed to be reached except towards the end and by a small number of people.

awakening and fates are a different story since there's such an overabundance of characters in general and the game expects you to use all of them to get all their chilluns and then expects you to use all of them too
at least awakening anyway, haven't played the new ones because awakening was mediocre and from what I've seen fates is just more of it
