No you can't, actually. It just adds them as a Mii to your account. You can ONLY add someone as a friend if you link Twitter/Facebook or you are actually face to face with them and use bluetooth.

I think the logic is that
1) you need to be at least 13 to use these services
2) Twitter has to be mutual follows and Facebook has to be friends, meaning it's already someone you chose to interact with.
