Because she's a better character :^) No seriously, I like Groose as well, but SS did get it's two characters that were planned and those were set. Don't know why they were only putting two characters in, but that's how it is.

Because Japan has shit taste, and rosters are now surprising and unique instead of doing what they should be doing: Adding favorites first, then the surprises/snowflakes/director's pets.
I'm still not sure why Groose wasn't put in when they had original characters, repeat characters, 3 from OoT, 3 from TP, but then only 2 from SS.

Because Groose is mostly popular in the U.S, where the localization made him more likable and interesting. Since Japanese game devs only care about Japan, his popularity doesn't count.
