Play for example, street fighter alpha 3 in slow motion. Makes frame (dis)advantages more obvious and gives time to really think about your and your opponent's options.
look up some combos for your favorite characters then practice them.
Learn how to hit the opponent without getting hit yourself.
Play online if available. If it doesn't have online then the game you're playing isn't worth a lot of practice time.
Pay attention to what the other characters can do while your playing online.
Lose a whole bunch until you start winning.

Study the game, your character of choice, practice how to do all your moves, watch streams and pick up on new things, be mentally prepared to lose a lot, but as long as you're learning it's okay to lose.
I was somewhat okay at older games like MK3 and soul calibur 2 and SF2, but it wasn't until SF4 came out where I really tried to sit down and figure out fighting games. I basically got my ass beat so much that i eventually learned better and now i'm pretty decent.

I agree that a sparring partner is important and if you are both competitive makes a fighting games the best genre of video game ever, BUT online or a variety of people to play is just as important. if you play vs a few players to often you might learn bad habits from them and could make it so you only have a few approach options/limited use of your characters kit because they just fall for it a lot. make sure you don't slouch and fight everyone you can.

Dickride good players in your local scene who are willing to help you
Record your matches and think about what else you could've done when you got hit
I think the biggest part of getting better is understanding what you're doing wrong.

Take it slow. Pick a character you think you'll like or just one that is iconic and practice. Make sure to learn their bread and butter, crossups and mix ups. Then when you go online don't be discouraged by a loss. Adapt and build, then you will eventually get better and better. There is no stasis of good, you just have to strive to be better.
