I was having trouble with this as well. I think you need to go to the tavern during the day and talk to Aslam, then he'll bring up Jasmin dancing and tell you you need a dancer outfit. That's when you can start signing her up to dance in the tavern, and the Iris quest "No Dancing Allowed" should follow from there.
