In order to prevent mavericks to appear again he kills many reploids without having actual proof of them being in process to become mavericks. It's stupid. It wasn't to prevent mavericks from appearing again. Neo Arcadia couldn't produce enough energy to keep everything running, so Copy X simply branded all reploids that weren't useful as mavericks and had them killed. If they needed specialized reploids for something, they'd kill other reploids to make room for them, and then get rid of the new ones when they didn't need them anymore.
