Basically, Sony chipped enough money into development costs for Capcom to keep SFV off the Xbone, but not enough to actually get 100% exclusivity.
Sony fully realise that there's a significant portion of people out there who aren't going to buy a console even with a healthy library of legitimate exclusives (Be it that they're simply not economically viable like in Eastern Europe and Brazil, the latter of whom are big into fighting games; stick it to the man-types; people who just generally aren't into the kinds of games consoles have as exclusives, etc. etc.), so they don't really view Steam as an out and out competitor.

It really annoys me that nobody knows what Physx is. Physx is just a standard physics engine no different from Havok or Bullet. It runs on all hardware. The thing people always think of when someone says Physx though is Nvidia's proprietary hardware accelerated portion of it which only works on Nvidia cards. But just using standard Physx doesn't require any special hardware or anything. UE3 has used Physx for forever and all the games made on the engine that ran on consoles used Physx for their physics engines. It's also the default physics engine in UE4 and Unity, among other engines.
