Is the 3ds CFW anything like the PSP CFW in terms of capabilities?
I used my PSP to play everything from gba to psp games all for free.
Can i do the same with my 3ds? If so, link to the proper CFW.

I used this tutorial for my 3DS.
It automatically boots into custom firmware.
I have all my 3DS games on the front and a DS cartridge loaded in for DS games.
I can also play online with pirated games or use retail cartridges.
Can use any custom background themes I want.
You can load emulators through the homebrew app.

It took me a little over 4 hours with the guide.
Most of that time was spent waiting for the 3DS to back up my sysnand and emunand then putting the files on my computer.
Make sure to follow word for word what the guide says otherwise you could brick your 3DS.
Make sure to back up the files when it tells you to.

I don't mind those because my flashcart with around 75 DS games is always in my 3DS so I don't need to switch anything out to play both 3DS and DS games.

Android pretty much killed homebrew development on other handhelds. That and companies learn from their mistakes and make systems that are harder to crack than before.
I'm quite enjoying my a9lh N3DS though. The library is massive when you combine injections, emulation, a ds flashcart, and 3ds games.

no, not even close, and it's about ten times as complicated to install, and then you need to pick and choose your own CFW to install, and decide whether you want to risk bricking to downgrade and get a specific hardware key to apply to get a thing called a9lh. which is worthless but the thought of bricking scares people into getting it. It also fucking ruins your console if they ever patch around it because you lock your sysnand into CFW with no way to ever get rid of it.
Also you can barely plays NES and SNES games on it. You can play GBA games only on the original 3DS to my knowledge, but that may have changed.
It's really just not worth modding a 3DS if you have a PSP, far better emulation machine.
Even better than a PSP is your phone though. If you've got anything newer than like an S3 you can play everything from shit on scummvm and DOS up to token dreamcast titles and I think there's a dolphin port in the works too.
but if that's not your bag, PSP is still the best choice bar none.

Sadly the 3ds is just too weak for any decent emulation. Though we do have SNES VC injection now so it has the PSP beat in that regard

What you want are ROM injected GBA VC titles.
Nintendo's emulator is pixel perfect, on account of the 3DS literally turning into a GBA when playing them.

Native GBA games and SNES injections. Both of those commonly drop frames on a PSP.
Retroarch is gross but it works well for the most part.
Plus the resolution is 240p. No borders or scaling for a lot of systems.
