I don't have experience with gamemaker but I don't believe you can actually alter the timestep to make it fixed or semi-fixed. They do have an internal delta_time variable, but I'm guessing they got so much of the development done with 30 in mind that it would've been too much work or not even feasible to reimplement it all with relative framerate independence.
