Have you ever played a very old game called True Love? Is there any modern game that is like that? With the player leveling up stats (strength, arts, money, appearance, etc) to get certain girls and with heavy H content?
All the modern H games I find now are just visual novels, nothing but WORDSWORDSWORDS [Choose A or B now] WORDSWORDSWORDS End 1.
Besides Artificial Academy 1 and 2, what other H game today (or lately) allows me to develop character stats, a story and different girl outcomes?

If you somehow can like it, why not look into Princess Trainer? You're a cool fantasy hero-dad who's trying to train his adopted daughter to either he his waifu or a warrior girl or an actual princess. Loads of stats to adjust and fuck with, and everything affects everything else.

This was True Love. You go to school, and after that you choose 3 activities to develop different stats. Different stats lead to different story paths, girls, events and such.
If you studied until late at school, you discover a teacher was trying to rape a student, but if on that same day you decided to go home and have fun, you meet a new girl who is easy going but the next day your friend was raped by the teacher and acts in a weird shy way but you never know what happened etc.

There are lots of these, and much of your thread posters are sadly uneducated. These games are actually more popular with EVN devs than with Jap ones these days.
One game you should look into is Little Witch Romanesque. The Steam version has to paint over a TON of fanservice graphics and remove the h-scenes, but the full version is available from J-List. In this game you're raising the skills of the three girls rather than your own, but it's fun and quite involved how you juggle the stats and spells to max out your girls.
An english-made game available on Steam (you need to patch it to put the h-scenes back in) is Sunrider Academy, a high school stat-raiser spinoff from the mecha combat series.
The girls are kind of vulgar and the stat-raising gameplay is notoriously grindy. However, it's worth looking into.

While it contains no H-scenes, not even in a patch, the game Roommates on steam gives you the option to play either a male or female protagonist and do all your classwork in order to date members of both sexes (as a guy, you have two female options and one male one, and vice-versa if you're playing a girl, afaik.)

Here's another western-made dating sim: Shira Oka. It's trying to be a western version of TokiMemo rather than true love, so it has a HUGE list of heroines (12?), partial voice acting, and no H scenes.

This fucking game. Although it didn't have stats, and was a visual novel, it had some nice timed events and played with your computer clock to fuck you up.
For example, one nice thing was that the main screen menu changed from day to dusk, to night to dawn according to your internal computer clock.
Then if a girl told you a day or an hour for a date and you actually forget (as in real life, you don't show up to play the game after a day) the girl is pissed off overwrites your save. Fucking magic.

Gonna give some of these a try.
Sealed room breed 2 is a neat h-game. You lock up some popular girl in your basement for a week. If you're patient she'll become complicit. You can also break her, or even let her die. It's kind of hardcore but it doesn't drown you in text and is short with multiple endings.
Custom Maid 3D 2 is my favorite right now. Lots of positions, good art style, mods available.
