That's not how it works. A game dropping from its targeted framerate WILL see improvement from better hardware by principle.
What it doesn't mean is that a 30fps capped game will run at 60. Even then, as long the game physics aren't tied to framerate, all it would take is for devs to unlock the frame cap.

The original Xbox could have a 1.4 ghz CPU installed on it, but original games would only use 700mhz regardless. The 1.4 ghz only worked for emulators and to watch 720p movies.

It's gonna take at least 3-5 years before a majority of PS4/PS4k users will have 4k TVs. Just because 4K TVs are becoming cheaper doesn't mean shit. To the average consumer there will be no point in getting a 4K TV as 1080p is good enough for them.
