Because in console development games are designed specifically for a certain hardware combination. If the hardware changes the game is not optimised for it and it might even run worse even though the hardware is better. Look at some of the Xbox One BC titles.

Ignoring the software side of it to have 2x the pwoer of the existing ps4 gpu (which is more or less a 7870) you'd be looking at around 290/290x performance (on paper a 290x is effectively double of everything compared to a 7870).
I do not see AMD providing such a hardware withing a sensible, console-fitting TDP. I mean the 290x is a 250w TDP part on its own.
It certainly rules out the xbone/ps4's current APU design which was done entirely to have a low TDP to stop the innards from melting themselves.

I still suspect this is just a BR improvement to push television sales, as mentioned above, given that 4k on a PS4 just isn't going to happen in a box of that size and in the price range of a console.

Division Beta for console had a few options like sharpness/chromic aberration toggles but got removed in the final game.
It's doubtful they're going to get extensive options, since it would increase QA time exponentially with testers having to test how the game runs with every conceivable variation of settings.

The benefit of 4K is that it fits 4x the amount of pixels perfectly. So every pixel in 1080p will fit in 4 pixels at 4K. It will look the same as native 1080p would. (The 4K capable console tripe is just marketing.)
The reason upscaled stuff looked bad usually is because they're upscaling 1 pixel into subpixels, something like 1.25, 1.5, 1.66 etc for every 1 pixel.

Bingo. The only benefit of consoles is a lower immediate entry price and a longer period of fixed hardware. The plug and play nature has been totally eroded with operating systems and massive installs, day one patches, etc.
At least on a PC you can hold over parts from your last build. You can also play around in the mid-range on PC and still get comparable performance to consoles, as well as having the ability to turn down settings to improve your frame rate if you want.
