Because they don't have to make that game. They can just as easily ignore Sly 4 if they want to, have the opening in Sly 5 reveal Sly 4 to be one of Bentley's devices showing a parallel universe or some other bullshit. It doesn't really matter. What I would want is something like Sly 2 where each level hub is centered around doing a heist. There doesn't have to be an overarching story like in 2, just the Cooper gang doing their normal thing would be interesting enough.
