Fallout 2 almost can, you can hack turrets iirc to do the final boss fight without pulling any triggers so to speak

I didn't realize this until late game, but if you spec Duncan in Shadowrun Hong Kong a certain way, you can actually stun and subdue enemies and take them out of the fight which is honestly really cool and can be more effective than killing.

That's running away still. You can engage someone in combat in Dishonored too and then just run away. There's no difference.
