It's that and because it needs to expand.
The games half fanservice and half marketing, so they started it off with the most popular characters and the ones from recent games to get it off the ground. From there they moved into the missing characters from the core cast and cult favorite games for the DLC and early Legends characters.
With the Legends DLC they have the freedom to be a bit weirder with the roster. It's entering the 30's now and a proper Zelda hasn't come out since Skyward Sword in 2011.

You'll also get a 1.5 Multiplier on your rupies when finishing a stage one hard. Don't know the multiplier for hero yet, though.
