I would do the equivilent on 360 but for some retarded reason you don't unlock easy and normal achievements when completing on hard. Least they scrapped difficulty on director's cut.

You unlock it after completing side mission 5, which can be done from chapter 2. Every place you go in then becomes available for fast travel. There's a car that controls much better also I think from another side mission.

First you need side mission 4 done where George is given his dumbell in the police station. Then you go to George's house after 9pm and only when it is raining. He requests a flower which are shown on the map in rainy weather.
The driving convos are full autism. Made me kek.

No. But the side missions are only available in certain chapters as indicated in the list via map screen. They sometimes don't always trigger and you have to sleep to get the right weather and time. You have to give the dumbbell in the police station even though when you are not in it he can appear elsewhere. I think he spawns in there during working hours.

This should help. The side missions can be a bit confusing. Try to leave 24 hours between side missions for the same character if the next one isn't showing up.
