I could be wrong, but
I think he was implying that you misjudged your skill in combat to be greater than his. Because of this misjudgment, he thinks that you will now experience personal injury or death. He seems to find irony in your decision because not paying the fine is going to result in much worse punishment. This will also probably include the loss of the gold that you were so keen on keeping, hence his suggestion.
