Because of licensing issues with most of the Super FX chip games, thanks to Argonaut.
It's the same reason Star Fox and Stunt Race FX have never been rereleased even a single time, despite how much both games could benefit from a proper frame rate and resolution, and despite Star Fox being one of the top selling games on the SNES.
