Where the fuck did you get the idea that she's Samaarian? The game never says what race she is.
Ayways, Elma is a mary sue because no one has anything negative to say about her, or even a neutral criticism. There are constant comments from everyone about how beautiful, smart, and strong she is. Everyone credits her for your achievements.
She's flawless in the eyes of everyone besides the villains.

nah she was criticized in her affinity mission by Lin and Avatar depending on your choice of words. Not to mention she accidentally let two of her partners die before the game started. She's been dreading about it after the event happened.

this, the tandem pilot that controlled the ares in the 1st cutscene. Every time someone mentions him like nagi, Elma wants to avoid discussion. So she knows herself to be flawed and thus feels the guilt.

The one fault or mistake Thrall ever made you could sort of argue was appointing Garrosh as warchief. But even then, it was made to look like Thrall was the greatest thing to ever live, with everyone begging thrall to be warchief again.

A characters with no flaws who everybody loves, and most of the time, an author self insert. But people like to call any character they don't like a mary sue.

A Mary Sue (or Gary Stu, for guys) is a character who becomes the focus of the story no matter what the context, either by being an author's pet or because they are too special in some way. They are often "flawless" or their flaws are rendered unimportant. Every other character loves them, and the ones that don't either see the error of their ways or die.
For example, in the OP, Elma is loved by everyone, and the plot revolves around her, especially the ending. Her "flaws" (mostly that outside of combat she is average-at-best at most things) is rarely touched upon, and the one person who does not like her comes around and then promptly dies.

Strictly speaking, it a flawless fanwork self insert character, but the meaning has mutated in the last decade.
used loosely, it usually refers to a character which:
1) Is an author insert or is severely favoured by the author
2) has a disproportionate impact on the plot and/or character relations, usually warping previous character traits/plot points to make it more about them
3) has little to no meaningful flaws
4) has token "flaws" that exist solely to make the character look better or are trivialities that get promptly forgotten
5) is liked by everyone, unless they're a bad guy.
