It's an amateur game with low budget.
The weapons are designed well and the ideas behind augmentations are really awesome (you upgrade your legs, then cycle through a bunch of augs like you do in Crysis while sailing through the air and headshotting enemies with no recoil), but there's a shit-ton of unnecessary fluff in terms of mechanics (level-ups and augmentations have a broken relation to each other, for example and research is fucked) and the core mechanics lack polish.
The bugs are rather rare, as long as you don't explore the levels too much. Due to the engine, the dev team had to cut the level design down, which causes them to appear cramped and full of invisible walls once you gain a few mobility upgrades.
It also lacks enemy variety. Enemies are either one-hit-kills with any weapon or bullet sponges with barely anything in between.
Hacking is basically useless in combat and PSY is unbalanced as a playstyle.
But due to its low production values, the game gets incredibly permissive. Shit like 32 player coop campaign. The campaign doesn't even allow anyone but one player to read the text that you get from interacting with NPCs because it's simply not polished.
Essentially, it's a combination of a fucked up translation, badly thought-out mechanics, a lot of lack in polish and a few parts that are genuinely fun, awesome and unusual.
Plus, it really doesn't explain itself well, so it seems deeper than it is.
Best way to play it is to learn the ropes, then get a few buddies and do crazy cyborg ninja shit.

Theory time.
Aight, so we might be delving a little bit into pretentious English major territory here, so bear with me. ALSO MAJOR SPOILERS FOR LOTS OF GAMES.
In 1976 Bruno Bettleheim published The Uses of Enchantment, in which he determined that often-criticised elements of traditional fairy tales - simplistic, one-dimensional characters, good and evil binaries, violent endings for the villain - were actually necessary for children to hear, because it helped children achieve internal psychological resolution.
He has evidence for this and what not, as he worked as a child psychologist/therapist in the inner city for many years, and compared children who were read traditional fairy tales with children who were read New Agey bullshit. That's all in the book, which I highly recommend.
From a literary perspective, though, Bettleheim though that fairy tales worked on a Freudian, subconscious level: the fairy tale as a whole represented the child-reader, and each character represented a part of the child's psyche. Consider a simple fairy tale where a witch captures a princess as a child, and a knight saves the princess from the evil witch. The knight beheads the witch and marries the princess. The kidnapping represents the child witnessing/recieving wrongs. The knight slaying the witch and saving the princess helps the child's mind, with the knight coming to represent courage and honour and the witch representing evil. The KILLING of the witch is necessary, because otherwise the child would become confused as to what consequences awaited moral wrongs. The child, because it sees evil punished and good glorified, resolves to be a good person, and often in cases will fight their abuser, or step in to help the weaker party. The knight and the princess marrying represents the child's own internal resolution: he wanted to do what was right, and now is united with the knowledge of what to do.
(Incidentally, every Zelda game with the Triforce does this exactly, with Link representing courage, Ganon representing seduction of power, and Zelda representing wisdom, and the uniting of the triforce and the slaying of Ganon representing internal resolution for you, the child.)
What does this have to do with E.Y.E.? Well EYE does this too. If you've gotten the "real ending" (all three gates, serving Rimanah, your Mentor, the Feds, etc.) it becomes clear that each character in the game - the Mentor, the Player, the Commander, Dutch, Jaghurta, etc. - is simply a facet of Rimanah's psyche. (cont).
Anyway, Rimanah is dreaming, or stuck in some kind of temporal loop, or somesuch - the precise nature of the game universe I won't bother to get into. It's open to interpretation what is actually real and what is in your head and what is in between. But suffice to say each cycle of guilt Rimanah goes through culminates with him killing himself, because of his horror and guilt at his killing of his wife, Circe. There's lots of other symbolism in the game as well, as Orionos will tell you with all of the monsters representing vices. But Rimanah killing himself isn't real each time - he can't kill himself, because he's attempting to kill himself in his mind.
My point is this: a child's mind is simple. As a result, characters in the fairy tale are simple, and the actions they take are simple. EYE is a picture of the internal mind of a grown man, who has suffered war trauma, who has undergone massive cybernetic surgeries, who has studied philosophy, who loved a woman, married her, and killed her, and needs to reconcile with himself why he did it. It's part of why EYE is so complex, obtuse - Rimanah is complex. The game refuses to tell you anything because you will learn by reliving these memories. When you play EYE, you are walking the tattered landscape of a man's mind, walking through his memories, seeing his old friends, and trying to resolve his guilt with living life. It becomes a very melancholy experience when you realize this.
But how is this a deconstruction, you ask? To answer that we will move into modernist critical theory. For the modernists, components of literature havefunctions - e.g., the antagonist serves the function of opposing the protagonist. This is true in Bettleheim type fairy tales as well, but each character serves a specific function to communicate morals.
So, in EYE, each character also serves a function. The Mentor serves the function of being the character to encourage diplomacy, "making no waves," etc. To an extent, the Mentor is peace. Rimanah is the opposite: He wants you to kill, to destroy, to embrace your will to power, and to reject your guilt. However, this results in the Secreta lashing back at you.
Now, how many RPGs or video games in general have you played with characters like that? Yeah, all of them. Gunther and Anna, as well as the generic soldier allies in Deus Ex serve the function of promoting the games' lethal mechanics (rewarding you by complimenting you and giving you rewards for playing like they want) while Paul Denton and Sam Carter promote non-lethal gameplay mechanics (at least early on. Paul Denton later uses lethal weaponry, in the hotel, which of course reveals that he has no qualms about killing, but was simply allied with the NSF the entire time, and didn't want JC killing his future allies). The military advisor versus the culture advisor in Civilization also serve these opposing functions, promoting a certain kind of gameplay with certain kinds of stories playing out as a result. Across the two Thief games, the Pagans/Hammerites/Mechanists trifecta all oppose each other, and Garrett functions as a void into which one loses power, allowing the other two to grow. The Keepers promote Garrett functioning as a witness alone - stepping in only to balance power and record what happens. The Keepers want Garrett to listen to the conversations the characters have, not blackjack them and steal their stuff. In Goodsprings in Fallout: New Vegas, Chet lets the player use speech, Doc Mitchell promotes the player using medicine, Easy Pete promotes the use of explosives, Sunny Smiles promotes the use of guns. Characters in games serve the function of promoting a certain kind of play.
EYE isn't just a game about internal resolution. Its point is that all RPGs are actually functioning, on a Freudian level, as being about a kind of internal resolution - answering the question about how a hero ought to act. EYE thinks RPGs are about deciding what kind of a hero you want to be, now that you are a man - how your moral understandings, shaped by fairy tales, are best carried out.
(It's worth pointing out at this point I think, mechanically, games are not to be interpreted literally. Rimanah promoting violence and guns and killing everyone isn't to be interpreted as Rimanah encouraging mass shootings - but it should be instead be interpreted metaphorically, that maybe in some situations in life, facing your enemies head on, telling them straight you are their enemy, and dealing with them face to face is better than Mentor's decision to use "hacking" or "bribes" - i.e., dealing with people subtly, manipulating. EYE does a very good job with acknowledging this again in giving each skill a name in choosing the character's genes at the beginning of the game, e.g., referring to Strength as "the will" etc.)

Me and about 5 friends got together and started playing battle royale, and at the end we had 12 people playing.
At the end we were all beelining for the big canal in foundry filled with orange water at gamestart and throwing forklifts at each other while dueling underwater and drowning because we blocked too many bullets.
