It's about the process behind it. Tom is very transparent about the changes that get made to their games and provides explanations. When they were first bringing over SK they had two standard options the bosses wanted, either age the girls up or remove the ages altogether. Tom felt that making everyone "adults" defeated the coming-of-age story of the girls and instead opted to leave the ages out, but they are still clearly teenagers based on the dialog. He also said that the ages could have been left in and not done anything to the rating, but the suits were scared since SK was an "untested" release.
