OH MY GOD YES. "Breen was right." in the sense that ultimately he did save humanity. But he still fucked so much up. Just, practically everything. Although admittedly there's also a LOT of ambiguity about it all. For example, once you consider it, it seems pretty much impossible he wasn't directly responsible for the existence of Black Mesa East (AKA The Resistance, the ENTIRE Resistance as far as we know), by sheltering them from Overwatch.

At the very least he did fuck up starting around the time he turned/thought-he-turned Mossman (another ambiguous character), and then again when Gordon reappeared. In both cases by failing to realize the significance of the events.
