Shonen Jump does you stupid fuck. When you make a fitan game you push your biggest stars first. And SJ has 3 smash hit stars: DBZ, Naruto, and One Piece. They will add tons of these, and maybe a few other characters from large franchises like JJBA or Bleach.
Why the fuck do you think Capcom uses around 5 SF characters every game, with a fuck ton of Resident Evils and shit? Because those are hot, those are current, you push them and they sell. In MvC 1 and 2, there were loads of XMen. Now there's hardly any because they aren't popular anymore.

For the same reason you won't see Jump Ultimate Stars outside of Japan - there are too many licensing issues with the different Jump series in the West with all sorts of companies having rights, so they don't bother.
And Capcom won't bother with some Japan-only fighter.
